What interesting happened during Creative Commons of Europe meeting
29 September – 2 October there was a meeting of Creative Commons affiliates in Lisbon, Belarus was represented by the Falanster team.
In this report the most important themes are represented according to our opinion, and also references to recent and current projects are included.
There was a questionnaire, on which aspects the focus should be made, presented in the Creative Commons media group, before the meeting, so we reveal gathered and analyzed information by paragraphs.
СС and Creative Commons have the same meaning.
The idea founders say that they are at the starting point so any suggestions are welcomed. If the idea appeals to you, there is a possibility of joining the team. Certification not only examines adequacy of a certain accessibility standard for GLAM institutions, but it also can improve financial situation of the organization itself or CC affiliates, which will provide certification.
School of copyright reform
Was launched by the Communia team - association of organizations which promote copyright reform in the European Union including the social heritage expansion in an art sphere. This time the meeting was dealing with the issue of lobbying legislative changes in the European Union. In addition, there are interesting aspects concerning the Belarusian Copyright Law in the presentation. For example:
- Impossibility of making copies for non-commercial usage both for libraries and educational institutions (for example, because of technical safety tools on electronic devices).
- Unsuspected free implementation in online courses.
- Restriction on online publications (on websites) of digitized materials in educational institutions, museums.
- Unlisted status of informal education and other.
Members of the change-copyright company visualized their position and made a website, which shows the inequality of excerpts and exceptions for free usage policy through European Union countries. Fore more detailed information turn to the presentation, there you’ll find lots of interesting stuff.
Infrastructure is everywhere
In the infrastructure section Creative Commons discussed where it should be written about bugs one can find on СС websites or about any technical questions. In that case use GitHub Bug-tracker.
Our team aroused the problem of poor СС deeds texts performance in different languages, including Belarusian.
The call for the European (as well as non-European) affiliates separate website was set. To put it mildly, a current website is in a bad condition.
From the infrastructure, which is now in process, a source for the project activity open content was announced along with the video sequence search.
During the meeting a slack-channel for European CC was announced.
An interesting project, which drew our attention was rightsstatements.org. This platform presents 12 ways to use digital works, placed in numerical dataset (for example Europeana, 20+ mln. pieces of art). For instance, the figure can show whether the author is unknown, or don’t exist, or there are contract restrictions. The project founders motivate people to use such classification for works on websites and include it into the code for a digital analysis. Such tools can simplify works usage in the future. At the same time this technology doesn’t replace CC-license.
Establishing our affiliate opportunities

Formation of European affiliates policy
Through this year a global strategy for CC activity will be generated. Suggestions from different country affiliates will be merged in November. World concept for CC activity will be confirmed during CC Global Summit 2017 in April.
In general main CC office members are heading for implementation Wikimedia approach, where global issue is generated with the help of numerous consultations on community level, and central office helps to solve the problem by providing resources and experts.
New business models
Paul Stacey demonstrated the existing imbalance of the resources distribution between market/government and the Commons in his presentation. Later on the bases of Creative Commons business models were revealed and more than 20 examples from different parts of the world were shown, they indicated certain sustainability and prosperity. The author promised to issue a book with the research description which will be available on the web by the end of this year. Although the materials gathered will be issued in no time you don’t have to wait as bases are already accessible.
CC0(CC zero) were considered in the context of legal policy. Central CC office recommends this license for data sets as well. Also the CC extension on the works that can have two or more fundamental elements in need of protection, like copyrighting and design policy in relation to printed 3D models, was discussed.
We had an opportunity to share opinions with participants during the meeting. There are some pieces of discussion below:
Thinks, that Slovenia is a colony in essence, where the policy is dictated by the Chancellor of Germany(“Merkel's Dictatorship”). The reason is money deficit, which causes dependence on Germany. In our discussion, we also touched upon music industry situation, where the majority of music projects just like industry as a whole experience low profit gain. That's why lots of unlisted musicians earn money by ways not related to copyright policy. The affiliate itself deals with artists private consultations.
In our discussion we referred to the subject of content flow distribution and direction. From one side, there are some projects calling for content distribution, but there is no such a project that deals with profit estimation from the distribution. In that case enormous resources are concentrated within small core of particular teams, founded due to open source and sharing ideology. This causes recourses and governance distribution imbalance. Today the most important issue, by Aleksandras, is flows balancing and advanced commons creating for such process directing. Nowadays Creative Commons Greek affiliate actively interacts with free program security movement, consults free licensing policy authorities, lobbies changes in legislative system and supports start-ups, based on free-content ideology. His strategy is called chameleon.
Presented the project called upon to collect successful farming practices content, he called it Farmlab. Andrea was skeptical about FarmBot project, underlying the fact that it's a very energy inefficient vegetable production. But time will tell and Andrea will use this practice findings in his project as well. This time Portuguese affiliate organized Creative Commons of Europe meeting. And, as it was mentioned above, raised the 3D-printind in relation to copyright CC license issue.
Report was made on how the team developed a coalition for CC principals promotion into Polish authorities education policy. The main aspect is gathering 10-15 organizations allies, after this the lobbing process becomes much easier and other organizations simply join you. Kamil also told how to work with lectors through educational and simplifying copyright/license master classes (“cactus” principal). Polish affiliate is located within Numerical Center organization, nowadays the team actively popularizes free-access textbooks (in digital form), and also lobbies changes in European copyright policy through above-mentioned Communia organization.
During an informal talk he told how the lobbing process concerning open licenses is operated through IT-corporations initiatives, which are willing to change the law that deals with the creation of self-employed copyright objects, so that the creator gains exclusive rights for created objects including moral rights. Maxim also told how the corruption in the organization of collective management of author's right is taking place. Money laundering is happening through the subsidence of collected money on the account of this organization for several years and then concludes that the authors have not been found, and the money is used for other purposes.
Runs a business based on different creative tools and free content licensing for educational programs integration in schools. He told us about Mapilars project and participation in invention of CC constructor for pupils. Peter also underlined that CC knowledge is poor in Denmark society as well as affiliate team activity.
Nowadays CC evolves from the one-dimensioned juridical organization, which supports CC license texts, into movement ambitious enough to influence 21st century policy and economy formation, where the focus will be made on intellectual product manufacturing with the following profit distribution.
